It was manufactured by LOR as part of the LS-400 configuration and launched on October 18, 1999, from TYMSC Launch Site, LC1 using a Soyuz-U-PVB launch vehicle. Its dry mass is 380 kilograms, with an initial launch mass of 450 kilograms.
