Launched on November 22, 1999, from Tyuratam Launch Complex Site LC1 using Soyuz-U-PVB launch vehicle, it serves as part of a communication constellation. The satellite has a configuration known as LS-400 and was manufactured by LOR for the owner GLOBT (Globalstar). It measures approximately 1.5 meters in length with a diameter of 0.6 meters and spans up to 12 meters when its solar arrays are deployed.
