Launched on November 22, 1999, from Tyuratam Launch Complex Site LC1 using Soyuz-U-PVB launch vehicle, it serves as part of a communication constellation. The satellite has a configuration known as LS-400 and was manufactured by LOR for the owner GLOBT (Globalstar). It measures approximately 1.5 meters in length with a diameter of 0.6 meters and spans up to 12 meters when its solar arrays are deployed. The dry mass is recorded at 380 kg, while it had an initial launch mass of 450 kg. Power is supplied by two deployable solar arrays and batteries.
