Launched on July 16, 2000, from SLC17A at AFETR using a Delta 7925-9.5 launch vehicle, it has dimensions of 1.5 meters in length and 1.9 meters in diameter with a span of 19.3 meters. The satellites dry mass is 910 kilograms, and its launch mass was 1077 kilograms. It powers itself using two deployable solar arrays and batteries.
