It was launched on June 19, 2008, from Kymyrsky Missile Test Range (KYMSC) at launch pad LC107 using a Kosmos 11K65M launch vehicle. The satellite is owned by ORBC and manufactured by OHB/POLK. Its configuration is based on the Sterkh Bus and it serves communication M2M/IoT and traffic monitoring purposes.
The satellite has dimensions of 1.4 meters in length, a diameter of 0.6 meters, and a span of 1.5 meters. It weighs 115 kilograms both at launch and dry mass. Equipped with an Orbcomm payload and an AIS-receiver, it also features two deployable solar arrays and batteries for power.
