Launched on October 19, 2010, from TYMSC LC31 using a Soyuz-2-1A launch vehicle, the satellite has a bus configuration of ELiTeBus-1000. It measures 4 meters in length, with a diameter of 2 meters and a span of 12 meters. The dry mass is 500 kg, while its launch mass was 715 kg. Equipped with 16 C-to-S-band transponders and 16 L-to-C-band transponders, it provides communication services.
